Measure BB Citizens Oversight Committee

Established by the Board of Education following the passage of Measure BB, the Citizens’ Oversight Committee represents the community’s interests by monitoring the implementation of Measure BB and reporting its findings to the public.

The Committee’s responsibilities include:

• Meeting regularly with the Deputy Superintendent of Business and Operations and District staff to review the use of general obligation bond funds and monitor Measure BB projects.
• Reviewing project planning, scheduling, budgeting and construction related to bond-funded projects.
• Verifying that projects are completed and bond funds are spent in accordance with the requirements of Measure BB.

Committee members serve two-year terms and may serve no more than two consecutive terms. The Committee will remain active until all Measure BB bond funds have been fully expended.

All Committee meetings are open to the public and conducted in accordance with the provisions of the Ralph M. Brown Act.

In accordance with Proposition 39, Committee members serve without compensation, and no bond funds may be used to pay Committee expenses. Costs associated with publishing Committee reports and meeting materials are paid from the District’s general fund.

While serving on the Committee, and for one year after their service ends, members and their businesses are prohibited from bidding on or contracting for projects funded by Measure BB.
